Their schools may lack teachers who can teach programming, there are few local employers to show what a tech career looks like, and families may not know where to start.
This matters because the interior has been losing young people for decades, and those who leave often go abroad rather than to a Portuguese city. Early, free exposure to coding, together with basic online safety, gives twelve- to fifteen-year-olds a concrete sense of what they could study and do, before subject choices narrow their options at secondary school. A course that starts from zero also reaches students who would never sign up for a paid class or a selective club.

How they work: Fundação PHC was set up in 2022 by the founders of PHC Software, a Portuguese business software company, with digital literacy as one of its main aims. Its teaching model is short, free courses that assume no prior knowledge, such as Programar do Zero for young teenagers, which pairs programming basics with lessons on staying safe online. The foundation has also commissioned research on digital literacy among the Portuguese public and listed scholarships for digital skills among its early goals.
Track record: In July 2023 Fundação PHC ran its free 'Programar do Zero' coding programme for more than 30 adolescents aged 12-15, combining programming with online-safety training.
