Why this matters in Peru

Venezuelans are by far the largest foreign community in Peru, and by February 2023 the national migration authority had registered about 1.5 million of them, most living in metropolitan Lima. Many arrived after crossing Colombia and Ecuador by bus or on foot. A large share now work informally as street vendors, delivery riders or shop assistants, without contracts, health coverage or pension contributions.

Much of the gap is paperwork. Residence permits such as the Temporary Permanence Permit (CPP) have opened and closed in successive rounds with shifting deadlines, and people who miss a window can face fines or be left without valid documents. Without them it is hard to open a bank account, sign a formal employment contract or have a degree recognized. Children are entitled to enroll in public schools, but families still meet requests for identity papers and earlier school records, along with a shortage of places in crowded districts of the capital.
