Street Dog Sterilization Programme

Funds a trap-neuter-release program for street dogs, a more humane alternative to municipal culling that can shrink populations over time when enough dogs are sterilized.
Why this matters in Romania
Stray dogs became a national controversy in Romania in 2013, after a young child was killed by dogs in Bucharest and parliament passed a law allowing municipalities to euthanize unclaimed strays held in public shelters for 14 days. Culling followed in many towns. Removing dogs without addressing why there are so many does not hold, however: owned dogs that are unneutered and allowed to roam keep producing litters, and new animals move into the space left by those removed.
Much of the supply starts in households. In villages and on the edges of cities, many dogs have owners but are never sterilized, and the cost of surgery is out of reach for pensioners and low-income families. Public shelters are often overcrowded, and dogs left on the streets suffer injuries, disease and hard winters. Sterilizing owned and free-roaming dogs in large numbers, and sustaining it for years, slowly reduces the population without the cycle of capture and killing.
What your gift pays for
- Free spay and neuter surgery for dogs and cats belonging to low-income owners
- Mobile clinic visits that bring surgery to villages and suburbs without a nearby vet
- Anesthesia, medicines and post-operative care for strays returned to their home territory
- Vaccination and owner advice on responsible care given at the same appointment

Runs stray animal care and neutering programmes in Romania.
How they work: FOUR PAWS treats street dogs as a population problem with a household source. Its stray animal care work combines catch-neuter-vaccinate-return for free-roaming animals with free neutering for owned pets, often delivered through mobile clinics that travel to areas with little veterinary access. It seeks agreements with local authorities so that returned dogs can stay where they live, pairs clinics with owner education, and campaigns against killing as a method of population control.
Track record: FOUR PAWS has provided neutering and veterinary support for stray animals in Romania for over 20 years, working in more than 35 cities and municipalities.

Giving in Romania
Emigration and animal welfare frame the two Romanian causes. As younger people leave rural villages for work abroad, elderly residents left behind receive visits, food and hygiene packages and helpline support through the Royal Margareta of Romania Foundation. FOUR PAWS runs a trap-neuter-release program for street dogs, a more humane alternative to municipal culling that depends on sterilizing enough dogs to shrink numbers over time. One cause responds to a demographic shift, the other to a long-debated public issue in Romanian towns and cities.
2 causes are listed in Romania, each with its own verified organization. $503,980 has been distributed to causes in Romania since 2021.
