Helps small rural towns repair aging water systems through technical help, operator training and funding applications that a small tax base cannot pay for on its own.
Why this matters in the United States
Most of the nation's community water systems are small, many serving towns of a few hundred or a few thousand people. They must meet the same federal drinking water standards as large cities, but spread the cost of pipes, treatment and testing across far fewer ratepayers. Mains laid half a century ago or more leak and break, and a small town often has no full-time engineer, no grant writer, and an operator who doubles as the maintenance crew.
Federal and state loan and grant programs exist, including the State Revolving Funds and USDA Rural Development's water programs, but applying requires engineering reports, financial plans and environmental reviews that small communities struggle to produce. Places with the oldest systems and lowest incomes, including tribal communities, colonias along the Mexican border and Appalachian towns, are often the least able to compete. The result is boil-water notices, steep rate rises, and in some places homes without reliable running water at all.
What your gift pays for
- Engineering assessments and capital plans that small towns need before applying for public infrastructure funding
- Leak detection surveys and repair planning for aging distribution mains and service lines
- Operator training and certification support for part-time staff running treatment systems
- Rate studies and asset management plans so repaired systems can pay for their own upkeep
Organization
Rural Community Assistance Partnership (RCAP) · United States
IRS (EIN) · No. 23-7367533
Headquarters: Washington, DC
US nonprofit network giving technical assistance and training to small rural water systems, with EPA funding.
How they work: RCAP works through six regional partner organizations, each covering a group of states, whose field staff visit small systems in person, a model sometimes described as circuit riding. They help town boards and operators with compliance, budgeting, rate setting and funding applications, and guide communities through projects from planning to construction. Much of this help comes at no cost to the community because it has been funded through federal programs at EPA and USDA.
Track record: Per its 2025 annual report RCAP served over 2,600 rural and tribal communities, helped them access about $397.5 million in infrastructure funding and trained staff of 8,189 water systems.

Giving in the United States
Where public systems leave gaps, the American causes on this site step in: rural towns that have lost their only hospital or cannot afford to fix aging water lines, cities where rents have outrun shelter capacity, and counties hit hardest by opioid overdoses. Other funds back veterans, survivors of domestic violence, foster youth aging out of care and Hispanic college students, many of them first-generation. Partners range from national nonprofits such as Meals on Wheels America and the American Red Cross to a federal rural health office and the Department of Veterans Affairs.
24 causes are listed in the United States, each with its own verified organization. $2,628,640 has been distributed to causes in the United States since 2021.
