Supports family-type homes and other family-based care as an alternative to residential institutions, so children leaving or at risk of entering state care can grow up in a family.
Why this matters in Moldova
Closing a children's institution does not end the work; it leaves a group of children who still need somewhere to grow up. Some can return to parents or grandparents once the family gets support. Others cannot: brothers and sisters who would be split up, older children who have spent years in care, and children with disabilities whose parents are unable to look after them at home. For them, a small home run by a family is often the only option that keeps siblings together and avoids another institution.
Rural districts face the hardest choices. Social workers carry large caseloads, specialist services are concentrated in the capital, and many parents of working age have migrated abroad, so there are fewer relatives to step in. Each new family-type home needs carers who are recruited, trained and supervised, a house adapted for several children, and community services such as schools and clinics willing to include them. That preparation decides whether a placement lasts.

Organization
CCF Moldova (Child, Community, Family) · Moldova
IDNO, Asociația Obștească (Moldova) · No. 1011620001828
Founded 2004 · Headquarters: Chișinău
Moldovan NGO developing family-type homes and family-based care to replace institutional care.
How they work: CCF Moldova is the country representative of Hope and Homes for Children, the UK charity focused on ending institutional care, and it works hand in hand with national and local authorities. Its program runs on three tracks: preventing children from entering institutions in the first place, returning children to their birth or extended families where that is safe, and developing family-based alternatives for those who cannot go home. Closing an institution is planned child by child, so that each has a place to go before the doors shut.
Track record: Since 2008 has worked with Moldovan authorities to close 10 residential institutions and help deinstitutionalise about 1,504 children.

Giving in Moldova
Moving children out of large institutions is the main aim of the Moldovan causes. CCF Moldova supports small family-type homes as an alternative to state institutions that still house thousands of children, and Partnerships for Every Child trains and supports foster families. The third cause, with the state forestry agency Moldsilva, plants native trees in a country with one of Europe's lowest forest cover ratios. Together they combine child protection reform with long-term environmental restoration.
3 causes are listed in Moldova, each with its own verified organization. $387,565 has been distributed to causes in Moldova since 2021.
