Why this matters in the United States
A city or county shelter usually cannot turn animals away. It takes in strays collected by animal control, pets surrendered by owners facing eviction or rising costs, and animals seized in cruelty cases, whether or not there is space. Since the pandemic, many have run at or beyond capacity for long stretches, with large dogs in particular staying longer and kennels doubling up.
Funding comes from local government budgets that also cover police, roads and parks, so medical care is often limited to the basics. Treatable conditions such as heartworm, skin disease or a broken leg can decide whether an animal leaves alive. The longer-term fix is fewer unplanned litters, yet affordable spay and neuter surgery is hard to find in many low-income and rural areas, where private clinics have long waits and high prices. Each unaltered pet in those neighborhoods adds to next season's intake, and the same shelters absorb the result.

How they work: Best Friends works toward a national goal of every shelter reaching no-kill, defined as a save rate of at least 90 percent. It publishes shelter-by-shelter data showing where animals are dying, then targets grants, staff support and training at the communities with the greatest need. Thousands of shelters and rescue groups take part in its network partner program. It also runs lifesaving centers in several cities and its sanctuary in Kanab, Utah, one of the largest of its kind in the country.
Track record: In 2022 Best Friends spayed or neutered 31,787 animals and saw 13,740 animals adopted into homes.
