Why this matters in Germany

Most people counted in Germany's homelessness figures live in municipal emergency accommodation, but a smaller group sleeps outside with no shelter at all, and Berlin has one of the largest such populations in the country. It includes long-term rough sleepers living with addiction or mental illness, and growing numbers of EU citizens from Central and Eastern Europe who came for work, lost it, and do not qualify for German social benefits.

The city responds with Kältehilfe, a winter program running from October to April that funds night shelters and street services. Shelters fill quickly on the coldest nights, and people without benefit entitlements often have nowhere to go once the season ends. Those sleeping outside face frostbite, hypothermia and worsening chronic illness, and deaths from cold are reported in German cities most winters. Extra shelter capacity keeps doors open when demand exceeds the beds the city funds.

What your gift pays for

  • Extra night shelter beds on the coldest nights of the Kältehilfe season
  • Fuel, staffing and supplies for the Kältebus that brings people in from the street
  • Hot drinks, evening meals, showers and clean clothing for shelter guests
  • Sleeping bags and blankets for people who will not come indoors

Organization

Berliner Stadtmission · Germany

Founded 1877 · Headquarters: Berlin

Runs winter emergency night shelters and the Kältebus for homeless people under Berlin's Kältehilfe programme.

How they work: Berliner Stadtmission is a Protestant charitable organization, and its winter services sit inside a wider network of support. Beyond the night shelters, it runs a center near the main railway station offering meals, showers, clothing and medical help, while the Kältebus answers calls from members of the public worried about someone sleeping outside. Volunteers cover many shifts, and guests can be referred to counseling, health care and longer-term housing programs within the organization.

Track record: In winter 2022/23 its emergency shelters recorded around 50,000 overnight stays by 3,700 homeless guests, and its Kältebus reached 3,326 people on the street.

Giving in Germany

Labor shortages and migration tie together much of the German list. Language-bridging courses help refugee and migrant youth enter the Ausbildung vocational system, while other funds train new elder-care workers and subsidize home-care visits as formal care places become harder to secure. The range extends to asylum legal aid through PRO ASYL, winter shelter for an estimated 531,600 homeless people, flood repair grants in river valleys, diagnostic guidance for people with rare diseases and string instrument loans for gifted young musicians. Partners include welfare federations such as Caritas and Diakonie alongside the German Red Cross.
