Funds training and ongoing support for foster families as an alternative to institutional care for children without parental support.
Why this matters in Moldova
Moldova inherited a Soviet-era system of large boarding institutions, and for decades they absorbed children whose parents were alive but poor, ill or working abroad. Labor migration remains heavy, and when a parent leaves for work in Italy, Russia or elsewhere and the caregiver at home cannot cope, a child can still end up in residential care. Children with disabilities have been the hardest group to move out, because few families feel equipped to take them.
The state's foster care model, known as professional parental assistance, places a child with a trained, salaried carer under the supervision of local social services. It works when carers are well prepared and supported, but districts struggle to recruit enough of them, especially for teenagers, sibling groups and children with complex needs. Carers who receive solid initial training and continuing help are far more likely to stay, which reduces the number of moves a child goes through.
What your gift pays for

- Specialist sessions on caring for children with disabilities and developmental delays
- Social worker visits that support foster families after a child moves in
- Respite arrangements and peer support groups that help carers stay in the role
Organization
Partnerships for Every Child Moldova · Moldova
Headquarters: Chisinau
Moldovan NGO developing foster care and family-based alternatives to institutional care.
How they work: P4EC works mostly through local authorities rather than replacing them. It gives district councils technical and financial help to close or reorganize large institutions and to build the services that should take their place: gatekeeping that screens decisions to separate a child from family, family support, reintegration, foster care and day care. Its foster work has paid particular attention to children with disabilities. It has also worked on inclusive education, and its practice informed the country's 2011 National Programme for Inclusive Education.
Track record: P4EC has closed or reorganised 21 large residential care institutions in Moldova and provides foster care, kinship care and family support services as alternatives.

Giving in Moldova
Moving children out of large institutions is the main aim of the Moldovan causes. CCF Moldova supports small family-type homes as an alternative to state institutions that still house thousands of children, and Partnerships for Every Child trains and supports foster families. The third cause, with the state forestry agency Moldsilva, plants native trees in a country with one of Europe's lowest forest cover ratios. Together they combine child protection reform with long-term environmental restoration.
3 causes are listed in Moldova, each with its own verified organization. $387,565 has been distributed to causes in Moldova since 2021.
