Why this matters in Greece
Storm Daniel in September 2023 left the largest flood footprint in recent memory, swamping towns and villages across the Thessalian plain and wrecking ground-floor homes, farm buildings and machinery. Further storms in late 2024 flooded parts of Attica and other regions. Each event leaves behind houses with soaked walls, ruined floors and destroyed electrics, and many of them belong to older rural owners with modest pensions.
Few homes carry private flood insurance, so households rely heavily on state aid. Applications for help after the September 2023 floods passed 69,000 within a year, according to the state aid platform. Assessments and payments take time, and grants are calculated on standard rates that may not match what local builders charge after a disaster, when demand for tradespeople and materials spikes. Families who cannot bridge the difference live in damp, partly repaired houses or move in with relatives, sometimes for months.
What your gift pays for
- State repair grants for households whose homes were damaged in declared flood disasters
- First-aid payments that help flooded households with immediate needs before damage is assessed
- Damage assessments that set the level of housing aid each household receives
Organization
Ministry of Climate Crisis and Civil Protection (Greece) · Greece
Government body
Founded 2021 · Headquarters: Marousi (Athens)
National civil protection/disaster system that administers state recovery aid after floods.
How they work: State recovery aid after a disaster is set up event by event, through a joint ministerial decision that defines who qualifies and what can be paid. Households and businesses apply online through the arogi.gov.gr platform, which opens soon after a declared disaster. An initial first-aid payment helps with immediate needs, and larger housing grants follow once damage has been assessed. The Ministry of Climate Crisis and Civil Protection was created in 2021 to bring disaster prevention, response and recovery under one ministry.
Track record: By April 2024 the ministry had disbursed about €173.8 million to 48,841 households and businesses hit by the 2023 Thessaly floods, including €80 million for home repairs.

Giving in Greece
Climate-related disasters account for every Greek cause listed. Two respond to wildfire seasons that have grown more severe over the past decade, funding temporary shelter and relief supplies for rural households, and firebreak maintenance with volunteer forest protection groups. Two address flooding, one with home repair grants and the other with early warning, stream-bed clearing and evacuation drills. Partners combine the Hellenic Red Cross and WWF Greece with national civil protection authorities, covering both recovery and prevention.
