Why this matters in France
Paris concentrates a large share of France's homeless population, and the people calling for help on any given night include families with young children, asylum seekers waiting for a place in the reception system, older men who have slept out for years and young people leaving care. Night after night, some of those who dial the 115 emergency number are told no bed is available.
French law recognizes a right to emergency shelter, but the supply of beds has not kept pace with need, and much of the capacity in the Paris region relies on hotel rooms booked night by night. That makes shelter unstable: families can be moved between hotels across Île-de-France, far from their children's schools and from services that could help them find housing. Food is a further gap, because hotel rooms rarely have kitchens and families placed in them often have no way to cook a hot meal.
What your gift pays for
- Emergency shelter and hotel nights booked through the 115 emergency line
- Hot meals and food distributions for families placed in rooms without kitchens
- Night outreach rounds that check on people sleeping outside and offer a place
- Hygiene kits, blankets and warm clothing handed out on the street
Organization
Samusocial de Paris · France
INSEE SIRENE (SIREN), public-interest group · No. 187509013
Founded 1994 · Headquarters: Paris
Public-interest body (GIP) running Paris emergency shelter placements and night street outreach for homeless people.
How they work: Samusocial de Paris was created on the model of an emergency medical service, so its teams go to people rather than waiting for them to arrive. Mobile night teams, typically pairing a nurse and a social worker with a driver, patrol the city and respond to calls. It operates the 115 line for Paris, allocates shelter places including hotel rooms, and runs medical beds for homeless people who are ill but do not need hospital care. Its research observatory studies the homeless population to inform policy.
Track record: In 2023 Samusocial de Paris answered an average of 2,165 calls a day to the 115 emergency line and booked over 40,000 shelter nights each evening.
