Why this matters in South Korea

Today's poorest older Koreans belong to the generation that powered the country's rapid growth, working through the 1960s to the 1980s in factories, on farms and in small shops while supporting parents and children at once. The National Pension Service began only in 1988 and reached the urban self-employed later, so many retirees contributed for a few years or not at all and now receive small pensions. The expectation that grown children would support their parents has weakened as families became smaller and more urban.

The Basic Pension and the national livelihood security system set a floor, but many seniors fall between them, too poor to live decently yet outside full support. Some collect cardboard and scrap from the streets to earn small sums. In central Seoul, older residents living in tiny rented rooms gather in places such as Tapgol Park, where a free meal may be the most substantial food of their day.

Organization

Korea Legacy Committee · South Korea

Founded 2015 · Headquarters: Seoul

Volunteer nonprofit serving free meals to poor and homeless seniors in Seoul (Legacy Kitchen).

How they work: The Korea Legacy Committee runs largely on people in their twenties and thirties, including college students from its university chapters, many volunteering alongside full-time jobs. Its Legacy Kitchen in Seoul's Yongsan district prepares meals from menus planned by a chef with older diners' digestion in mind, and volunteers carry the food to places where elderly and homeless people gather, such as Tapgol Park and Yeongdeungpo. A Busan branch has followed.

Track record: By October 2019, four years after founding, the Korea Legacy Committee had raised 77 million won to provide meals to 42,000 elderly citizens; it opened its own kitchen in 2022.

One trust provides free meals for poor and homeless seniors in Seoul. Two causes support working women: one through counseling, legal support and workplace rights advocacy, the other through job counseling and retraining at government New Work Centers that help women return to work after a career break.
