Why this matters in Turkey
Two earthquakes, of magnitude 7.8 and 7.5, struck southern Türkiye within hours on 6 February 2023, killing more than 50,000 people and damaging or destroying hundreds of thousands of buildings across eleven provinces, from Hatay and Kahramanmaraş to Malatya and Adıyaman. Survivors moved first into tent camps and then into container cities, settlements of prefabricated units meant as a stopgap until permanent homes were ready.
The state rebuilding effort is among the largest of its kind, yet some families are still waiting. Households who rented before the disaster, or whose deeds, inheritance shares or building records are disputed or lost, can face longer and more complicated routes into new housing. Container units are cramped and hot in summer, and as the settlements are cleared, families without a new home face an uncertain move. For owners rebuilding on their own land in villages and small towns, state grants and loans may not keep pace with rising construction costs, leaving a gap between the support available and the price of finishing a home.

Leads the state permanent-housing reconstruction for 2023 earthquake survivors.
How they work: The Ministry sets national building and planning rules and, after the 2023 disaster, took charge of permanent housing reconstruction. Much of the new housing is built through TOKİ, the state housing administration attached to the ministry, as apartment blocks and village houses designed to current seismic regulations and allocated to eligible survivors by public lottery. Its on-site rebuilding scheme, Yerinde Dönüşüm, gives owners a mix of grants and loans to rebuild on their own land.
Track record: By February 2025 the Ministry had handed over keys to 201,580 residences and workplaces built in the zone hit by the February 2023 earthquakes.

Families displaced by the February 2023 earthquakes in southern Turkey are, in many cases, still living in temporary housing. This fund supports their rebuilding through the national Ministry of Environment, Urbanisation and Climate Change, which oversees housing reconstruction in the affected provinces. For now it is the only cause we list in Turkey, and others may be added as more partners are vetted.
