Funds harm reduction, peer outreach and drug-checking services for people who use drugs in Colombian cities shaped by the drug trade, reaching them where formal treatment rarely does.
Why this matters in Colombia
Decades as a producer and transit hub for cocaine have left Colombian cities with cheap, easily available drugs at street level, including basuco, a smokable and highly harmful form of cocaine paste. Problem use concentrates in poorer neighborhoods of Bogotá, Medellín and Cali, where it overlaps with homelessness, informal work and local criminal groups that control retail drug sales.
Public treatment exists, but much of it is clinical, centralized and hard to reach for people who live on the street or distrust the authorities, and national policy leaned toward enforcement for a long time. Many people who want to cut down or stop have no stable place to go after detox, if they reach detox at all. Peer outreach by people who have lived through the same streets offers something formal services struggle to provide: regular, nonjudgmental contact close to where people live, and practical help staying safer while each person decides what change looks like.

Organization
Corporación Acción Técnica Social (ATS) · Colombia
Headquarters: Bogotá
Colombian NGO working on drug harm reduction and drug policy (including the Échele Cabeza program).
How they work: ATS's best-known work, Échele Cabeza, is built on accurate information rather than scare messaging. It publishes plain-language guides to specific substances, offers drug checking at festivals and nightlife events so people learn what they are actually taking, and trains young people as peer educators. The organization also takes part in national drug-policy debate, arguing for health- and rights-based approaches. Its main asset for this kind of work is trust among people who use drugs, built through years of direct peer contact.
Track record: Since 2008 ATS has worked on harm reduction, peer outreach, drug checking and protection of drug users' rights in Colombia.

Giving in Colombia
Decades of internal conflict over land have left Colombia with one of the world's largest internal displacement crises, and that history connects its causes. Community learning circles reach children in displaced communities, and legal support helps families pursue land restitution claims. The Colombian Red Cross assists Venezuelan migrants along the main overland route through the country, while harm reduction and peer outreach serve people who use drugs in cities shaped by the drug trade. Partners range from the national Red Cross to local foundations.
