Why this matters in Morocco
The magnitude 6.8 earthquake of September 2023 struck the High Atlas south of Marrakech, where villages of stone and earth houses cling to steep valleys. Thousands of people died, and whole hamlets in Al Haouz, Chichaoua and Taroudant provinces were flattened. Many survivors spent the following winters in tents or prefabricated units at altitude, where snow and freezing nights are normal.
Rebuilding in the mountains is slower and dearer than in a city. Materials must come up narrow roads, skilled builders are in short supply, and new homes must meet seismic standards while respecting local building styles. The state's reconstruction program pays up to 140,000 dirhams for a destroyed house and 80,000 for a partly damaged one, in tranches as work progresses. Families with larger households, rising material costs or difficult sites can find that the grant does not stretch to a finished, safe home, and they remain displaced until the gap is closed.

Moroccan state reconstruction programme for High Atlas villages damaged in the September 2023 Al Haouz earthquake.
How they work: The reconstruction program is run by the Moroccan state, with the High Atlas Development Agency set up to oversee rebuilding and longer-term development in the affected mountains. Households receive direct cash aid in tranches tied to progress on their homes, plus a monthly allowance for a year after the disaster. Authorities provide technical support on starting and supervising works, including house plans that follow regional standards and earthquake-resistant rules.
Track record: By July 2025 the Al Haouz reconstruction programme reported 46,650 families had completed rebuilding or repairing their homes, with over MAD 4.2 billion paid to households.
