Why this matters in Mozambique
Armed violence in the country's northernmost province has driven people from their homes since 2017, and it has never settled into a single displacement that agencies can plan around. In late July 2025 more than 46,000 people fled within about a week, mostly in Chiúre and Ancuabe districts, and renewed attacks in Mocímboa da Praia displaced more than 23,000 more that September. Many families have now moved more than once, losing household goods each time.
UNHCR counted just over 609,000 internally displaced people nationwide in its July-September 2025 update, about 461,000 of them displaced by conflict. Most stay with host families or in informal sites, not formal camps, which strains communities that were already poor. Large numbers have also gone back to their home districts, yet many returnees find burned or looted houses, so the need for basic shelter material and household items persists at both ends of the movement.

UNHCR's Mozambique operation provides shelter and non-food items to people displaced by the Cabo Delgado conflict.
How they work: UNHCR carries out most field work in the province through implementing partners and alongside government authorities, not by running distributions alone. Protection desks at transit centers, run with a partner NGO, help newly arrived people reach registration, documentation and referral services, while trained community activists from displaced and host communities flag families who need urgent help. Relief items generally follow this identification step, so supplies go to the households assessed as most vulnerable.
Track record: In January-March 2023 UNHCR supported 526 displaced families in Cabo Delgado with shelter and 2,112 people with core relief items, including 763 kits in Montepuez.
