Why this matters in Germany

The dual vocational system pairs paid workplace training with classes at a vocational school, and it trains much of the German workforce in skilled trades, crafts and care. Demographic change is straining it: large baby-boomer cohorts are retiring while fewer school leavers enter training, and a growing share go to university instead. In elder care, an aging population means demand is rising just as experienced staff leave.

The mismatch is partly regional and partly about who gets placed. Small firms in trades and hospitality report places they cannot fill, while many young people, particularly those with weaker school results, a migration background or learning difficulties, fail to find a place or drop out in the first year. Smaller businesses often lack the staff time to supervise trainees who need extra help. Support that keeps both trainee and employer on track can turn an unfilled vacancy into a completed qualification.

What your gift pays for

  • Extra tutoring in vocational-school subjects for trainees at risk of dropping out
  • Social-pedagogical support that helps apprentices manage problems at work or at home
  • Coaching for small employers taking on trainees who need additional help
  • Preparatory placements that let young people try elder care or a trade before committing

Organization

Bundesagentur für Arbeit · Germany

Government body

Founded 1952 · Headquarters: Nürnberg

Federal employment agency funding apprenticeship support such as Assistierte Ausbildung, including in care.

How they work: Through its local employment agencies, the BA offers career guidance in schools, matches applicants with training places and pays education providers to deliver extra support. Assisted Training (Assistierte Ausbildung) gives apprentices tutoring and social-pedagogical help throughout their training while also advising their employers. The entry qualification scheme (Einstiegsqualifizierung) subsidizes company internships of six to twelve months that often lead into a regular apprenticeship.

Track record: In the 2024/25 training year, 494,000 apprenticeship places were registered with Germany's employment agencies, which counselled 444,000 applicants seeking training.

Giving in Germany

Labor shortages and migration tie together much of the German list. Language-bridging courses help refugee and migrant youth enter the Ausbildung vocational system, while other funds train new elder-care workers and subsidize home-care visits as formal care places become harder to secure. The range extends to asylum legal aid through PRO ASYL, winter shelter for an estimated 531,600 homeless people, flood repair grants in river valleys, diagnostic guidance for people with rare diseases and string instrument loans for gifted young musicians. Partners include welfare federations such as Caritas and Diakonie alongside the German Red Cross.
