Why this matters in Germany

Most older people in Germany who need care are looked after at home, by relatives, by outpatient nursing services or by both. Long-term care insurance pays toward this according to a person's care grade, but the amounts rarely stretch to the number of visits a frail person living alone needs, and those who cannot top them up from savings go without.

Meanwhile home-care services turn down new clients because they cannot hire enough nurses and care assistants, a problem sharpest in rural districts. Nursing homes have waiting lists, and the share residents pay themselves has risen steeply in recent years. Older people with modest pensions and no relatives nearby end up between the two: entitled to help on paper, but unable to secure or afford enough of it. Subsidized home visits keep them safe while a formal place, or a better arrangement, is found.

What your gift pays for

  • Additional outpatient care visits beyond what long-term care insurance covers for low-income older people
  • Help with personal hygiene, meals and medication for people waiting for a care home place
  • Shopping, cleaning and household support for older people with no family nearby
  • Short relief visits that give exhausted family carers a few hours or days of rest

Organization

Diakonie Deutschland · Germany

Vereinsregister, Amtsgericht Charlottenburg (Evangelisches Werk für Diakonie und Entwicklung e.V.) · No. VR 31924 B

Founded 1849 · Headquarters: Berlin

Protestant welfare federation whose Diakoniestationen provide outpatient home care and which campaigns on the care workforce shortage.

How they work: Diakonie Deutschland is the umbrella body for the social work of the country's Protestant churches, made up of regional associations and thousands of independent member organizations. Home care is delivered locally by Diakoniestationen, whose nursing and care staff visit clients under contracts with the care and health insurance funds, and many also offer counselling for family carers and neighborhood services. At federal level, Diakonie lobbies on how care is financed, staffed and organized.

Track record: As of 1 January 2024, the Diakonie Deutschland network ran 1,419 Diakonie/social stations providing home-based nursing and care services.

Giving in Germany

Labor shortages and migration tie together much of the German list. Language-bridging courses help refugee and migrant youth enter the Ausbildung vocational system, while other funds train new elder-care workers and subsidize home-care visits as formal care places become harder to secure. The range extends to asylum legal aid through PRO ASYL, winter shelter for an estimated 531,600 homeless people, flood repair grants in river valleys, diagnostic guidance for people with rare diseases and string instrument loans for gifted young musicians. Partners include welfare federations such as Caritas and Diakonie alongside the German Red Cross.
